Electric Vehicle Rebates
Electric vehicle (EV) rebates aim to increase EV adoption by making light-duty EVs more affordable for consumers. EV rebate programs can apply to the in-state purchase or lease of new or used EVs, including battery electric, fuel cell, and plug-in hybrid vehicles, as well as electric motorcycles in some states, each of which typically offer different rebate amounts ranging from $500 to $10,000. Depending on the state, some programs offer point-of-sale rebates, allowing eligible consumers to receive rebates instantly with the purchase or lease of an eligible vehicle, or rebates offered within a window of time after the purchase or lease of an eligible vehicle.
Eligible rebate recipients can include individuals, businesses, and governmental entities, and some states have additional rebates for low-income residents. State rebates can also be paired with federal tax credits to maximize incentives consumers receive.

Connecticut
The Connecticut Hydrogen and Electric Automobile Purchase Rebate (CHEAPR) Program offers rebates for the purchase or lease of new and used electric vehicles (EVs): $1,000 for new battery EVs (BEVs) and $500 for new plug-in hybrid electric vehicles (PHEVs). The Rebate+ offers additional incentives for income qualified residents: $4,000 for new BEVs, $5,000 for used BEVs, $2,000 for new PHEVs, and $3,000 for used PHEVs.
Illinois
The Illinois Electric Vehicle (EV) Rebate Program offers rebates for new and used EVs: $2,000 for electric vehicles, with an additional $2,000 for low-income applicants, and $1,500 for all-electric motorcycles.
Massachusetts
The Massachusetts Offers Rebates for Electric Vehicles (MOR-EV) Program offers rebates for new and used electric vehicles (EVs): up to $3,500 for new or used battery and fuel cell EVs, with an additional $1,500 rebate for income-qualifying applicants (MOR-EV+). MOR-EV Trade In offers $1,000 to trade in a qualifying internal combustion engine vehicle, and is in addition to the MOR-EV Standard, Used, or MOR-EV+ rebates.
MOR-EV is funded through 2027.
Ride Clean Mass offers rebates up to $6,500 on top of MOR-EV rebates for rideshare drivers to switch to EVs.
Oregon
The Oregon Clean Vehicle Rebate Program offered rebates for new and used EVs. The Standard Rebate offers: up to $2,500 for new battery and plug-in hybrid EVs, $750 for new zero emission motorcycles, and for income-qualifying applicants, the Charge Ahead Rebate provides up to $7,500 for new and used EVs. The Standard Rebate was suspended in September 2025.
The Charge Ahead Rebate provides rebates for the purchase or lease of a new battery electric or plug-in hybrid vehicle for income-qualifying households: $7,500 for a new eligible vehicle and $5,000 for a used eligible vehicle. The Charge Ahead Rebate was suspended in December 2025 due to limited funding.

As of November 2024, Efficiency Maine's EV Rebates offers point-of-sale rebates for new and used EVs for low- and moderate-income residents: up to $8,000 for new battery EVs (BEVs) and $6,000 for used BEVs for low-income Mainers, and $6,000 for new BEVs and $3,000 for used BEVs for moderate-income Mainers.
