Clean Energy Plans

Meeting greenhouse gas emission reduction targets requires clean, affordable, and reliable energy, in addition to widespread electrification in the transportation and buildings sectors.

To prepare for the transition to clean energy, it is important for states to develop a comprehensive clean energy plan.

A clean energy plan outlines the steps a state should take to meet their clean energy targets and/or goals. The framework of a clean energy plan outlines the state energy context and main objectives of the plan, and it typically models the future of a decarbonized and modernized electricity system based on different scenarios. They cover in-depth technical pathways to clean energy, explain economic, social, and environmental benefits the plan will have for the state, and provide strategies and recommendations to implement actions toward achieving the state’s climate and energy goals.

Oftentimes, clean energy plans are spurred through legislation or executive order in response to the establishment of new clean energy or greenhouse gas reduction targets. Clean energy plans may also be developed as part of a larger economy-wide climate action plan that extends beyond the electricity sector.
